ANNUAL SALARY RANGE: $41.5K - $47K

DESCRIPTION:

Leads various housing program activities and provides technical guidance, training, and audit functions to other staff to ensure conformance with U.S. Department of Housing and Urban Development (HUD) regulations.

 

This job reports to: Housing Director or Operations Administrator

 

ESSENTIAL FUNCTIONS:

Determines client eligibility and their housing service needs.

 

Adheres to technical guidance, reviews workload and schedules accordingly to ensure all deadlines are met. Provides staff with assistance in these areas, including training when necessary.

 

Prepares and maintains logs, records, activity documentations and reports.

 

COMPLIANCE -

 

Conducts compliance and quality assurance reviews to ensure conformance to regulations.

 

Investigates program violations and complaints for the possibility of abuse or fraud.

 

Tracks audit finding error rates to determine training needs for staff, and/or education for participants and landlords.

 

Assists in the development of compliance procedures and identifying training that may be needed to ensure program compliance.

 

PUBLIC HOUSING AND HOUSING VOUCHER PROGRAM -

 

Manages caseloads, maintains waitlists, schedules appointments, updates client files, offers referrals to outside community agencies, explains procedures and program requirements, responds to complaints, and acts as a mediator between all related parties.

 

Reviews and analyzes client applications for completeness and eligibility.

 

May assist with rent collection.

 

Initiates procedures, including inspection arrangements, move-ins, transfers, and re-examinations.

 

Provides customer service by demonstrating tact and persuasion.

 

Completes transfer requests, issues vouchers, and initiates and executes termination of assistance for non-compliance with regulations.

 

 

TYPICAL QUALIFICATIONS:

 

Education and Experience

Minimum Education Level & Type: 6 months post High School

Minimum Experience Qualifications: At least 2 years assisted housing, human services, community development programs, property management, rental and property contract negotiations, or code enforcement


*Any combination of relevant education and experience may be substituted on a year-for-year basis.

 

License and Certifications:

The following information pertains to driving requirements for this classification with the City of South Tucson . Under "Driving Level" None, Secondary or Primary, refers to the driving responsibility as it relates to the essential functions of the classification. License Type, is just that, the type of Arizona Driving License required for the classification. If the position requires a Commercial Drivers License (CDL), the endorsements will be listed under "Endorsements." Under Safety Sensitive a "Yes" means employees with this classification are subject to pre-employment and random drug testing. License Type A,B,C,D,or M may require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. Exceptions to classification driving requirement's may exist based on position.
